What should I offer on a '68 swb LS swap?

A LQ9 mated to a 4L65E to be exact. I've been eyeing this truck for a while. A couple of bubbles on a corner of a door, Wilwood master cylinder, Classic Instrument gauges, Doug Thorley headers. Everything works and is currently his daily driver. Stock suspension, drums and 6 lugs all the way around. Needs carpet and maybe bench seat recovered. (I'd change everything to saddle anyway) Not real crazy about the color and the Line X'd bed. He's asking $13k. He said he'd take $11.5k. I'm thinking of offering $9.5k. What do you guys think? Still too much or not enough? Drivetrain has about 60k miles.
