question about bleeding the front brakes? (drum)

novice question here..ive got a 69 and ive got the entire brake assembly off because im going to discs. On the passenger side the fluid is all drained out...you can see the hole in the bottom of the master cylinder. The other side of the car I took the brakes off the same way and im not getting any fluid to come out..doesnt matter if i press the brakes or not. One section of the master cylinder is still full...what gives?
