Rust near the kick vent/door passenger side

So.. was trying to find where the water was coming into the cab.. First, discovered that the seal around the AC cover was leaking.. allowing water in through the cab via the heater core box. fixed that..i think

Also discovered that water was coming in through the seam sealer (stuff that was between the floor pan and the side wall.. Cut all that out and found this. (hole above the seam and two below down by the door

Ive got the fender off so i can get to the hole above the seam.... but the holes on the side wall are blocked by this..


Soo.. how is water getting into there?? There was debris up here and i cleaned it out..
