'99 Burb a/c diverter

Just acquired a '99 burb (1500) SLE, having a small issue with the air diverter on the A/C. it will divert to the floor or defrost, but has a problem with diverting to the dash. Every now and then it will, but not often.

IIRC, these use a vacuum operated diverter. The engine has 160k miles, and and is in decent shape (so it seems). I'm thinking it should be making enough vacuum to activate the valve.

What say ye? Is this most likely a vacuum issue, or a diverter valve issue? Any advice before I find the lever and zip tie it into place?
