No Run, No Fuel?

Went over to a friend's house the other day to pick up some milking equipment. As I came up to the the last hill before the house, the engine surged, cut out, then came back and ran fine. I made it to my friend's, loaded up the equipment, and made it 50 yards before the engine cut out again for good.

I was thinking the fuel filter might be plugged, but bypassing it makes no difference. The motor just plain isn't getting fuel. There's no fuel coming past the fuel pump.

I guess the question is, is this symptomatic of a bad fuel pump? Or something further back in the fuel system?
