Why does my truck run better half choked?

I got an 84 with a older crate 350. It has a Rochester 2jet on it and I have problems ever since I got home with it. I have taken it apart and rebuilt it. It starts fine but when you push pedal it wants to die and you have to feather it. Doesn't matter if cold or hot. So I unhooked the choke pulloff and it runs better half choked. The choke is not closing completely something on linkage is stopping it. But when I push gas it doesn't die. So I assume it is running too lean but why? I've adjusted the mixture screws to the highes reading on my vacuum gauge when I connect it to carb. If I turn either 1 the vacuum start going down.
