Fuel guage going nuts

Just got my 65 Sub running again, and when I started it, and while driving, the fuel guage needle is going nuts, fluttering back and forth. Could this be a ground issue? I had the tank out awhile back, and thought I got the ground wire tight. Any ideas? Thanks
