1994 Chevy K1500 Speedometer moves with tach - The 1947 - Present Chevrolet & GMC Truck Message Board Network

Like the title says my next door neighbor has a 1994 Silverado K1500 305/4L60 combo and it has a problem with the speedometer. While driving or even while idling stopped the speedometer will bounce and almost match what the tachometer is reading. There is no check engine light or brake light coming on. I've tried replacing the cluster with a known good cluster, unplugged the speed sensor, even removed the tach wire. But it still does it. Does anyone have any ideas for this I just ant to try and fix her truck.
