Wow....that looks like a 'rust belt' truck...ie: Michigan, Ontario, etc.
Its not uncommon for a truck to simply move south like people so just because a truck is located in the south at the time of sale doesn't always mean it spent its life there.
One of the giveaways on northern trucks is that they rarely have a/c in them...no need.
Regardless, you've got a project ahead of you and it looks like you are well on your way to solving it out. Everything can be fixed so go for it!!
