I have removed dozens of the bolts for the retractors. I will take a couple of pictures of one if you would like. The retractor bolts are not shouldered because they do not swivel. The two inside belt bolts are shouldered. Your bolt is correct right down to the putty on the bolt from the original installation. Hope this helps.

Thank you as well, I just got schooled a little bit.
My 67 didnt have retract belts on the outside, the 69 does.
Another assumption on my part without taking off the retractable covers off to see.
