Help Id a q-Jet - The 1947 - Present Chevrolet & GMC Truck Message Board Network

I picked up a q-jet from a board member, number as follows
7042211 this fits perfectly into the decoding charts I see on line... being a 71/72 carb from a Chevy

My good friend has a Q-jet on his 70 c20 350/manual and the number is as follows
07040502
My question is, what the heck does the 0 at the beginning mean?
Also, the 4 digit date code on the carb in question is 3165 which would as far as I can tell mean it was made on the 316th day of 65? 75?

Any ideas?
The 70 with the carb in question is a bit of an odd ball in that it is a factory c20 1 ton longhorn so I am at a loss.
