loose wire identification

While looking into possible qjet issues due to lack of power, i found this yellow wire dangling behind driver's valve cover. I have the truck about three months and I have thought it lacked power from the start. It has 350 from a 78 camaro, 4 barrel carb, standard intake. Sometimes it stumbles from idle, or cruising at 30mph if I step on it it almost stahls. I have read dozens of scenarios from search, checked for vac leaks to no avail. Hoping this yellow wire is the answer. Thoughts?
