The part I was talking about is that lever behind the throttle lever. If that sticks open 1/4" your engine will rev pretty high. Just make sure it is moving smoothly and not hanging up or dragging before closing all the way.

FWIW when I see s Qjet with missing pieces I know some hack has been playing with it and would be looking for another one. I have bought a few carbs on ebay much better than yours for under $50. You may get lucky with yours though and hopefully somebody just tossed the rod and everything else is ok.
