What is the better way to clean up my hood hinges and latch?

I used a mix of electrolysis and Evaporust to clean up my hood latch bracket. It worked wonders and is now at the "paint stage."

I don't have any way to blast so that is out.

Will electrolysis harm the springs in the hood latch?

If I let the hood hinges and latch soak in Evaporust or Krud Kutter (phosphoric acid), need I worry about not being able to paint all parts later?
