77 Sierra Steering problem.

Hey guys i need some help, it seems my steering is in a bind. With the wheels on the ground i can barely turn the wheels about a 1/2 of what they should be then i hear the pump whining. both directions this occurs. i jacked it up at my work today when i got off and i tried it then and it turned all the way lock to lock no noise or anything. Any suggestions, i was thinking maybe the steering gear is getting bound.
