Cowl vent drain

Water enters around pick panel vents when parked in hard rain. Just enough to dampen floor near door sills.

Replaced kick panel vent door seals. Vent doors now shut tight and seal out air…looks like water seeps around vent mounting.

How does air (and thus water) flow from outer cowl vent (by wipers) to kick panel vent area?

Is there a cowl vent drain path or tube out bottom or to engine bay (mine perhaps plugged)?
