Yes there is no reason for racking for chrome in those holes. Been in the business of restoring trim and chrome on cars for 15 years. I always use something on the backside of the bumper if there is nothing there I tack weld 2 bolts to it and when all done with the plating process take them off and paint the backside of the bumper.
