Brake Issues??? I'm stumped

Ok as some of you know I converted my 70 to power disc brakes when I dropped it. I put a reman master and booster on it. The truck stops, but it doesn't stop like my 71 did. I thought I had a vacuum problem so I installed a vacuum canister. Well the pedal doesn't return all the way up and leaves the stoplights on. I changed the spring thinking the old was worn out... still does it.

My question is if I have the pedal rod mis-adjusted will it cause this? I have it adjusted out a good ways.

or do I have a mal-functioning booster?
