700r4 not kicking down

I have a problem with my 700r4 and have had the problem since I bought it about 7 months ago. First, I've noticed that it never kicks down gears when I floor it on the freeway. Also, If I do floor it I have to reset my TV cable because it will then shift too early or late. WEIRD!

1. Does anybody have a clue what could be causing this weirdness? (The cable is fairly new and is from O'Reilly)

2. Does the TV cable actually actuate the kicking down of gears?

3. I have a new GM TV cable that I bought awhile back. Do you think that may fix my problems?
