Sat Morning - Need Help!

I'm in the middle of removing the cowl. Screws came out fine, rusted and painted over (previous owner's paint job), but got 'em out.

I can't get the wiper arms off. I followed the directions in the Chevrolet Chassis Service Manual - pulled the arm away from the glass to unlock it from the shaft, and pull off. No go. Will not pull off. I just hit the joint with some PB Blaster and came in to the board to ask for answers.

Any ideas?
