Need 4 link help bagged

I installed my 4 link other day and tested the full up and down. I have it set my ride height 6.5" off the ground and lower bars are parallel too the ground upper bars are set at +3 degrees. IC at firewall just picked that because that's what other people with bagged trucks I read use that or front bumper. anyways. at ride height will be at +3 fully aired down changes to -6 . aired up goes to +1 I believe. what did I do wrong. are my upper bars not close enough, angles not right, need to adjust them??? upper bars alone 13 3/4. lowers 21. those are without the adjustable links in.
