Inner door coating/treatment advise request

I assume this coating is factory but, I'm really not keen on leaving it (and painting over it). I've heard that's what most do but that seems like a bad idea. The DS has surface rust creeping underneath it and will just continue to fall off over time. I imagine the same will happen to the PS in time.

I would like to get it all off but I'm really not sure if that is a feasible task without painstaking labor.

Has anyone tried to resolve this or have suggestions?

FYI my plan is to put sound dampening mat on the inside of the skin
