What engine is this?

I tried looking at de-coding page, now I'm really confused.
The stamped number is:V05TCYV
The casting #:3914678
The date stamp is E 3 8, but I believe the 'Burb was built in April-April 19th,9:15 AM is what is wrote up above the visor.
Oh, yeah-the block has a casting clock, but I read that Saginaw was the only plant that used this, but the 'V' says it was made at Flint? Is that right?

And are these heads any good? 3911032
