Lightbulb Kick panel air vent Question

Hi guys got a crazy question about the kickpanel airvents. The one on the drivers side has a lever to open and close for air but on the passenger side there is no lever to manually open or close it but there is a rubber hose that is attached to a fitting on the airvent but i have yet found where it goes and how it operates, but the vent door does open by hand but closes when you let go of it. I have not even seen a pic of another like it all had levers.
