Tailgate latch removal/repair

I'm working on a 71 Chevy fleetside truck, and the rod (on the right-hand side) connecting to the tailgate handle is off. The only way I can open the tailgate it is with a pair of Channelocks by reaching under the tailgate handle, and pulling it together. The spring mechanism seems OK. I tried to remove the 3 large screws on the backside of the tailgate handle, but couldn't break all 3 loose. Got them soaking now with PB Blaster.
Any tricks to getting access to the problem so I can fix it?
