Question Fusebox question

Can anyone tell me in the pix below, if there is supposed to be a fuse (and what amperage) in the spot that is marked aux-heat A/C? In the pix, there is no fuse in there and I have a 1984 (just bought) with A/C that the compressor is not kicking in.,....wondered if there is supposed to be a fuse in there and what size/amperage??
