Question about removing the heads

Ok, how can i start this, I have been trying to remove both heads from the motor for the past 2 hours, i loosen up the 8 bolts inside and the 8 bolts outside, and I tried to remove the heads but it just wont budge, is there something that im missing, i left the rockers and rods in place, do I have to remove them two before removing the heads. by the way i have a 87 chevy sctotsdale with a 305 engine. please help. thanks
