Need help with tranny education

I crawled under my truck today and dicovered a tube sticking out of bell housing on top passenger side.
Nothing hooked to it. Looks like a vacum hose should be connede as there is a loose one hanging down net to the tube.
What is it??????
The trans is a 350turbo tha engine is a 350 bilt in mid 1970.
I attached two pictures to help see what I asking.
Also I read you guys talking about TV throttle valve connection from carb. Mine has nothing other than the shift linkage. What is missing??
