Wiper switch question

Can anyone give me the correct test method to check a wiper switch? I purchased 2 different switches with different results. Neither switch worked properly. The first switch kept the wipers on all of the time in every position and the second switch has the wipers not working on the high setting and on in the off mode. Help! I just installed my new dash and I want to drive it.
