WTF! Rims are different sizes?

I just took these wheels off the truck and as I was taking pictures of them before I send off for powder coating I noticed something very strange? One of the rims set 1/2 inch higher than the rest of them. I made sure nothing was under it and then decided to measure them. What is wrong with this picture and why? I have 4 rims that are all 6 1/2 inches across and one that is just over 7 inches across? The one that is 7 inches was not the spare. Any ideas?

2nd part. I have been planning on putting 31x10.50x15's on these rims but I think I have to have 7 inch rims for this? Will 6 1/2 inch rims work?
