Another Sway Bar Question

I was strolling through the wrecking yard and came across a 68 chevy with the factory sway bar on it. I had the rivits cut off the brackets and took everything home. Here is my question. The 4 bushings are marked as the stock diameter 1 1/16" but they seem to have a small gap once installed on the bar. They seem to be in pretty good shape, but I will replace them anyway. Do the bushings have to be completely tight around the sway bar or are they supposed to have a gap to allow the bar to pivot slightly? Thanks!!
