Post hydraulic lifter ajustment ?

2 questions
1)- When you adjust hydraulic lifters you have to ajust them on the low (valve cloesed)part of the cam rite?
2)- After ajusting them and rotating the cam to the high spot( valve open) I cannot spin the push rod, but on the low spot(valve closed, I can. Is this normal?
I adjusted them by spinning the pushrod until no more slack then turn the bolt 1/2 turn to compress the plunger,doing this on the low spot of cam.
I just want to make sure I'm doing it rite tanx.
