general brake question

I'm no mechanic but I think this is an easy one. I have a '68 C20 without power brakes. Currently, the brake pedal will go to the floor if I am stopped on a hill at a long light. Pumping the brakes always works. My brake fluid reservior is full. Do I need a new master cylinder? Thanks for any advice
