Holley electric choke question

I just picked up a used Holley 600 with electric choke. Between the choke and carb body there is a red plastic cam thingy mounted on the butterfly shaft. It doesn't appear to be connected to anything but will hold the throttle partially open when lifted. Works like a cam on a mechanical choke. I don't see anywhere that it should be connected to the choke . Am I missing a spring or something?
