pan hard bar question about lowering truck

Does the panhard bar have to be made adjustable when you drop the rear? I was using a cable hoist ran under the rear end and connected to the frame above it to pull the truck down to get an idea of the drop I want. It would only go about 2" and stopped but the snubbers were NOT bottomed out, so I figured the panhard bar was stopping it. any ideas?
Could the rear coils be cut and then bend the end back into the curl for mounting?
