Where is the water coming from?

On my truck, whenever it rains or gets washed, I get water (not standing water, just wetness) on the floor where the kickpanels meet the floor in front of the doors. As a result, I have holes rusted through the kickpanels. I am guessing that somewhere there are some drain holes that are clogged from years of neglect. Any ideas where to start to look to either:

A) seal up the source of the water, or
B) open up wherever the water is supposed to drain?
