Wheel wobble? Can't get rid of it?

My right front wheel has always had a bit of play in the camber. (I have new tie rods, ball joints, wheel bearings). I went to get an alignment the other day & the old mechanic told me he thought my hub was worn (wallowed) out. He said the inner bearing race was probably spinning it was so worn.

I didn't notice this at all when replacing the wheel bearings & races. He showed me & there was definately a problem, he's not just trying to sell me junk. He tightened the wheel bearing, but to no avail. Way too much movement up/down (not side to side).

Has anyone heard of this? Or am I missing something? Races not fully set? Ball joints loose? I looked while it was up on the lift, but didn't see anything. (I somehow missed this when doing wheel bearings).
