Frame finishing ?

I'm brainstorming my project and had a few ideas for the frame.
I'm going to weld all the riveted brackets on and grind off all the rivets. Then fill all the unnecessary holes, and completely smooth the frame itself. I don't think there is a place around my area to get the frame powder coated, could I have the frame painted and be able to make it last? I don't really want to POR-15 it either.
I want a nice show quality finish. I'm thinking a nice gray finish to go with an eye searing yellow paint job.
