Unhappy Best paint to restore truck ralley's????

I just picked up a set of mid 80's 5 on 5 steel ralley's for my 72' Burb. I want to refinish them and don't have the $$$ to powdercoat them. I had used Rustoleum "Metalics" silver before on my 88' K2500's ralleys and they looked good. My dad redid the ralley's on his 87 C10 swb and they looked good too but then the paint started cracking like china glass and it is flaking off in sheets now. Rims were blasted, primed, painted & cleared. I don't want the same thing to happen to mine so what are you guys using that you have had good luck with????
