Temp Gauge..Light

I'm still trying to figure out why my temp gauge doesnt work
..gauge pegs 3/4 of the way when grounding out the wire
..replaced sensor (did not use teflon tape)
HOWEVER
I replaced some dash lights and noticed that when starting the Brake light comes on and there is another light next to it that doesnt come on.

Is this a temp check light that comes on and would that cause my temp gauge not to work. When I check the terminals on the temp gauge both of them are hot? Is this normal?
