Q-Jet to Performer Carb (1406?)

I am thinking about switching carbs.
I have an Edelbrock Q-Jet 1904 now.
I planned to get it rebuilt, because I don't want to try it myself, and the lowest price I got from someone I think I can trust is $150.00.
So I figure maybe I should switch to the Edelbrock Performer 1406.
Is the 1406 the one I should be getting if I do make the switch?
Its either the Edelbrock Q-Jet rebuilt or an Edelbrock Performer series, not interested in others.

I have the Edelbrock 3701 intake. Is this also a sq. bore pattern?

Will I notice a performance difference between the q-jet and the Edelbrock performer?
Anyone make the switch and noticed less power?
Are these performer carbs easy to rebuilt and adjust?
I want something easier to adjust and easy to rebuild.
Will I be able to hook up all my vacuum lines for emissions?
Anyone in Phoenix running this carb and have trouble with emissions?
I heard before that you may fail for having this carb on a truck that came with a q-jet.
Edelbrock's website says this carb is not legal for pollution controlled vehicles.
Anything I should expect (different parts, etc.) if I do make the switch?
My engine is the standard crate 350 (not performance).
