can a starter have a "dead zone" in it?

Sometimes I'll turn the ignition key and nothing happens. Try it a couple more times and it hooks up and starts. Could the starter have a bad place or dead zone it it? Either that or bad ignition switch? Bad solenoid?

New batt, new alternator, wire connections to starter, etc are all great.
