leaf spring ?

i have been doing what i call a frame restro and was wondering of a proper way to bolt up rear assembly (new drop hangers new shackles replacing the original springs and replacing the rubber grommet and sleeves in the leafs) my ? is should i just hand tighten everything in and bolt rear-end up solid to leaf spring pods and then sit the frame with wheels in place on ground and alow the assembly adjust to were it want to go and then tightend with impact while on ground? i am open for any suggestions to keep me safe and not cost me any extra money in the future. thanks in advance 86 gmg
