72 Factory air

My 72 has factory air and the cooling lines going to the evaperator core are cold. The air coming from the vents is not. I replaced the vacuum operated heater hose valve thinking it might be leaking. No improvement. The air is just slightly cool. Suggestions? What about a manual shut off valve on the heater core? I don`t even know if the heater core would be the problem when in the A/C mode. Help! Thanks, Joe
