Another soft top issue...

Does anyone know why the soft top on our 70 Blazer has so much road noise? The wind catches it, sides on or off, and makes it smack against the roll bar. The padding is in the roll bar so we've tried removing it to make more space, but it still gets it. It seems to be pulled tight. Of course, the noise is worse when the sides are off, and mainly happens at highway speeds. It wouldn't be much fun to have to listen to it for a long period of time on the road, so we're hoping to resolve the issue. Any ideas?
