lifter's ticking

I did some work on my 68 this weekend. I gave it a tuneup and rebuilt the carb on it. One of several problems I have found is that some of the lifters are stuck. This truck sat for 5-7 years without being started very often. Is there something I can use to free op the lifters so I don't have to tear down the engine right away? I just need to get it running good enough to pass colorado emissions.
