Question Bolts stuck on rear leafs positions

Got a 72 CC C/20.
The rear bolts on the leaf springs wont loosen!
I turbo torched them, brought out the Torch and heated them up but no luck.
I have a 1/2" set with a breaker bar and even tried a longer ratchet but it wont loosen.
I have even used an electric inmpact wrench on it as well.....
I am afraid of stripping the heads or even breaking the bolts....
I heated the heads and threads of the bolts but still it will only spin in their mounting positions....

What is the best remedy for loosening these bolts/nuts?
