electric fuel pump and a carb

The engine I bought was apparently originally built to be 'happy' in the high RPM's and the PO didn't want to run the motor with the original mechanical fuel pump, so he bought an electric pump.....if I use it for the install, do I need to run a return line to the tank like a fuel injected setup?

Also, can anyone tell me how to hook up an electric fuel pump? I know I need a paper filter before the pump, and a screened filter after it (right before the carb I am told is the best location), but other than that, I need direction, I know nothing about electrical.....how do I put juice to this bad boy?
