Silverado Trim Code

Please excuse my ignorance . I've always been under the impression that the "Silverado" model ALWAYS came with certain trim options. I was under the impression (mistaken I'm sure now) that my truck, since it was the Silverado model, came with cruise and tilt column. However, they sure ain't on my truck and I can't find any evidence that these items have ever been removed, etc. Were these two items options even on the Silverado model? If so, what exactly does the model "Silverado" designate? Finally, can someone help me out with this trim code I found on my glove box, "1YE9 Silverado Equipment" What exactly is "Silverado Equipment" ? Thanks for any help.
