Questions on rocker panels, inner rockers & floorpans...

I am confused, sorta... Getting into my 71' Burbs floor and I want to repair the rot correctly. I have rockers & inner rockers but that's where the confusion starts. I noticed that the new floorpans have what appears to me to be a lip that hangs down that acts as a backer for the rocker. If this is so, do you still use the inner rocker? I attached a scetch of what my inner rocker looks like.
